The speculation as to what will happen with the government sponsored enterprises and it’s concern of their potential collapse, consolidation, nationalization, etc. The certainty of the situation is thought to be a very good thing. Investors will likely be willing to invest in mortgage backed securities under the new scenario meaning with the explicit guaranty of, rather than the implicit guaranty of, the credit of the US government at rates similar to the past. This could be great news for Mortgage rates, construction loan rates, new home construction and refinancing.

Recently investors have demanded spreads of 2.25% to 2.45% over treasuries, whereas the normal spread historically has been 1.25%. That means agency interest rates may have been inflated recently by as much as 1.2%. Well have to see if this move causes the reaction of international investors feeling comfortable enough with this move to accept a 1.25% spread over treasuries like they used to. Logically they should, so long as these investors believe in the underlying credit worthiness of the US government.

If we do see a rate decrease of 100 to 120 basis points we should see a surge in business. We will not expect to see the GSEs back off of the recent underwriting guideline tightening; in fact, we expect to see underwriting guidelines continue to tighten in reaction to a recent revelation that the foreclosure crisis is now spreading further into high quality credit borrowers. So, no relief expected soon on underwriting guidelines, but potential significant relief in terms of interest rates.

After my recent visit to the fantastic regency town of Cheltenham in the heart of the Cotswolds, it becomes clear to see why this town is (or most of it) included within a conservation area of national importance.

When you get to Cheltenham Spa railway station, you are about a 18 minute walk from the middle of town, although there is a bus service into town, I thought that with all my luggage, to hire one of the Cheltenham Taxis queing outside the statio, as that would take me directly to the Cheltenham Chase. As it turned out, this hotel is the other side of the town centre from the railway station, so I was happy that I did not attempt to walk it, even though most of the buildings on route deserved much more of my attention than they got, briskly passing them by in one of the finest Taxi Cheltenham had to offer! The decision had already been made that I would have to have a good long slow walk around regency Cheltenham to take in some of the finest buildings that this fair town has to offer.

One place I also want to visit on my next trip is The Pittville Pump Rooms. Not very exiting you may think, but you would be wrong! Going back to about 1715, this is when Cheltenham’s Spa water was first discovered on the site as well as at Cheltenham Ladies Collage. In 1788 it is reported that Queen Charlotte visited and bathed in the waters along with George III. Jumping forward to 1825, this is when the first foundation stone was laid of what is now known, and quite famously as the present Pittville Pump Rooms. Anyway, seems I am going off beat again, Cheltenham I will return in October…
